The Week Ahead: Term 2 draws to a close

The constituency period beckons, with MPs in the National Assembly due to depart on Thursday and return to Parliament on 28 August 2023.

Meanwhile, the NCOP’s second term will conclude next week, and delegates will return on 4 September 2023.

Even with a public holiday to compress the calendar, there is a fair bit of action packed into the available days.

Question Time is the main chamber business in the NCOP this week.

On Wednesday, the Deputy President will make an appearance to answer oral questions; on Tuesday, it is the turn of select Ministers in the Economics and Governance Clusters and on Thursday, the spotlight is on another set of ministers in the Governance Cluster.

In contrast, the NA chamber has arranged a varied agenda.

The main highlight for Tuesday’s plenary includes the annual debate to commemorate Youth Day. The theme this year is: “Decisive action to accelerate socio-economic opportunities to transform the lives of the youth.” As has become the norm, the debate will be headlined by young MPs who will reflect on issues affecting young people. Education, unemployment, and violence are some of the major issues that are expected to be touched on.

At the same sitting, lawmakers will debate an Urgent Matter of National Public Importance sponsored by Mr Brett Herron (GOOD) titled: “Failure of the Government to extradite persons implicated in corruption, as demonstrated by the recent case in the United Arab Emirates (UAE) and the consequences thereof”

In addition, legislators will consider the National Health Insurance Bill and the Report of the Portfolio Committee on Justice and Correctional Services on the amendments proposed by the NCOP on the Land Court Bill

The focus on Wednesday is the oral questions to Ministers in Peace and Security Cluster and a debate on the Transformation of the Commonwealth Parliamentary Association.

On Thursday, the NA is scheduled to hold two Mini-Plenaries:

Mini-plenary 1:

Subject for discussion (to be led by Mr Mikateko Mahlaule (ANC): “Overcoming challenges in the mining sector, to ensure the development of a transformed sector with local beneficiation as strategies to realise inclusive economic growth.”

First Reading debate - Relocation of the Seat of Parliament Bill [B 29 - 2022] (s76) (to be led by Mr Julius Malema (EFF))

 Mini-plenary 2:

Subject for discussion (to be led by Ms Fikile Masiko; ANC): The role of society in mainstreaming the concerns and needs of persons with disabilities

Subject for discussion (to be led by Ms Liezl van der Merwe; IFP): The ever-growing crisis of cross-border crime, immigration management failures in general, and the dire impact thereof on communities and the safety and security of the State

Here is a rundown of the highlights in the Committee Corridor.

The upcoming constituency period is an extended one. During this period, MPs have a duty to: be available to the public, help solve problems and report back to their constituents on what is happening in Parliament.

Committees provide a platform for the public to present views directly to MPs. Share your thoughts, on-the-ground experience, and expert information with the relevant committees. Critically, what questions should MPs pose to the Executive as they conduct their oversight work? Write to a Parliamentary Committee
